It is important to generate "metta" (loving kindness) and "mahakaruna" (great compassion) - that is non-conditional and mediated through "wisdom" (prajna). Even if we are living in a bad situation and surrounded by the worst kind of enemies - we must NOT allow the taints (Asava) of greed, hatred and delusion to infiltrate the interior of the mind. The empty mind ground permeates the exterior world through the six senses and their six sense objects - and due to the eradication of all "klesa" - there should be a permanent state of non-greed, non-hatred and non-delusion (Bodhisattva Activity). This means that wise action can then be applied to deal with the disruptive elements surrounding us that does not involve the further generation of "ignorance" (avidya). With the removal of ignorance from the mind, body and environment (through skilful means) the general situation should improve even if it takes time. Either way - the generation (or perpetuation) of ignorance is NOT permitted by the Buddha.
